In September 2015, the EU stated that there was a “compelling need to reframe the humanitarian-development cooperation, so that this partnership reinforces the outcomes of both streams”. They are re-stating the obvious. Everyone agrees this must happen. This unity cracks on the reasons for change, and dribbles away altogether, when solutions are proposed that would fix the problem."
